Repayments are calculated at 9% of income above the threshold only. A Plan 5 student earning £28,000/yr pays 9% of £3,000 = £270/yr (£22.50/month). If income never exceeds the threshold, nothing is ever repaid. Unpaid balance is written off after 40 years.
